Shows the list of plugins currently on your system and allows you to activate or deactivate. There will also typically be links to the home page of each plugin.

Across the top is a link to the plugin browser and an option to upload a plugin. Depending on how the permissions are set on your server you may not be able to upload plugins using this form. If not, you can upload using an FTP program like FileZilla.

This is a list of all the available plugins on your system. They are not active unless they are activated.
