Yes.

There are two options.  One, there is an option in the Admin panels to turn off PayPal.  When PayPal is disabled in this way the button that takes the visitor to PayPal is not shown so your client will not have the ability to pay through PayPal.  The other option is to directly edit the theme file and remove the reference to PayPal.
