It sounds like the /cache/config.inc.php file didn't get the right permissions set. Login with your FTP program and see if that file's there. This sounds like it might wind up being a little more than is solvable in blog comments. How about you shoot us an email using the contact link on the right and we'll go from there? I go through and enter all the info and when I get to the done page it just restarts to the welcome screen.
