Caught a fairly major oversight. For a product to have a digital product available pricing had to be set to the specific image. In retrospect that's a significant issue that would require you to create a separate pricing set for each image in an album that has a digital product available. So we are going back and rewriting part of the pricing system so that you will be able to add a digital product regardless of what type of pricing you're using.
