It's possible that the way your server is setup it doesn't have the ability to create the graphics with a font. The server not being setup to use TTFs is the most common issue I've seen, but there are other causes for it not working like it's supposed to. When you create or edit an album there's a dropdown list of the themes you have installed. The one that you pick on the Options -> Theme page as the default will be used for the login page.
